PLAN YOUR RESEARCH ROUTE

Match the stops to the repository

Several stops can lead to the same repository. Maps show selected verified locations, not every guide stop or every community represented in the records. Use each stop’s access instructions, including for online and out-of-county collections. Check access before traveling.

Bring one focused question.

Start with a name or place, approximate years, and the fact you want to establish. These are selected research starting points. A catalog, index, museum exhibit and original record provide different kinds of evidence.

STOP 01 / LOCAL HISTORY / DIGITIZED NEWSPAPERS / RESEARCH HELP

Schiappa Branch Ohio Room

Start with the local newspaper and the people who know its coverage.

What you can find

The Public Library of Steubenville and Jefferson County’s Local History and Genealogy Department is in the Ohio Room at Schiappa Branch. Its official page links Steubenville Newspapers Digitized and the Digital Shoebox project.

Research details & a question to ask

How to begin

Use the local-history contact form or egrubbs@seolibraries.org to ask about a surname, date, newspaper title, or copy request. Confirm arrangements for Schiappa Branch rather than the Main Library.

A question you can ask

Which newspaper titles and years cover [event], and can you help locate the original page?

Keep in mind

Digital newspaper coverage and searchable OCR are not complete evidence of every event. Some linked databases may require credentials or on-site access.

STOP 02 / NATURALIZATIONS / PROBATE / CORONER RECORDS

Jefferson County Chapter, Ohio Genealogical Society

Look beyond a modern name search for the older case papers.

What you can find

The chapter publishes indexes and research material for vital, cemetery, church, school, and estate records. Its site describes members-only naturalizations, probate packets, coroner reports, and Common Pleas journals.

Research details & a question to ask

How to begin

Use the current location at 125 S. 5th Street, Steubenville, and phone 740-283-8567. Confirm the current schedule before visiting; the chapter is in a government building and observes its closures. Review public resources before requesting research or membership access.

A question you can ask

Which index or collection identifies [person and event], and how can I obtain the underlying record?

Keep in mind

Some material requires membership. Old brochures give obsolete contact details. Collection date ranges differ from the court’s published record-series dates; confirm the specific volume or file.

STOP 03 / CITY DIRECTORIES / ORGANIZATIONS / INDUSTRIAL HISTORY

Vivian Snyder Historical & Genealogical Library

Connect a person with the workplace and community around them.

What you can find

The Jefferson County Historical Association library describes books, pamphlets, city directories, and records about county people, organizations, and industries, with materials spanning the 1700s through the 2000s.

Research details & a question to ask

How to begin

Contact 740-283-1133 at 426 Franklin Avenue, Steubenville. Published museum hours are Wednesday and Thursday, 10 to 3, from March through November, with other arrangements through volunteers. Ask about the location of requested materials: the rear ramp reaches the main floor, but other floors have stairs and no elevator.

A question you can ask

Do you have directories or organizational records relating to [person, business, or group and years]?

Keep in mind

Specific employee files are not established by the general industrial-history description. Confirm seasonal hours, research assistance, access, and copying terms.

STOP 04 / WILLS / ESTATES / MARRIAGES / EARLY VITAL REGISTERS

Jefferson County Probate Court

Request the full record that explains the relationship.

What you can find

The county’s published records sheet lists wills from 1798, estates and guardianships from 1838, trusts from 1859, birth and death registers for 1867–1908, and marriages from 1803.

Research details & a question to ask

How to begin

Contact the current Probate Court at 740-283-8593 with the person, record type, approximate date, and any case or volume reference. Confirm historical custody, copying arrangements, and current fees.

A question you can ask

Can I obtain the complete [estate, guardianship, marriage, or register entry] for [person and year], including related papers?

Keep in mind

The records information sheet is older and includes outdated referral details. Treat its dates as published series coverage, not proof that every individual file survives. Reconfirm fees and payment rules.

STOP 05 / DEEDS / ABSTRACT BOOKS / SERVICE MEMBER GRAVES

Jefferson County Recorder

Let the land description lead you beyond a surname match.

What you can find

The official Recorder page provides routes to Abstract Books and Service Member Grave Records alongside property-record services. The online search offers indexed searching and full-text OCR.

Research details & a question to ask

How to begin

Start on the official Recorder website. Record grantor, grantee, date, legal description, volume, and page. Ask 740-283-8566 about older coverage or visit the first floor of the courthouse at 301 Market Street, Steubenville.

A question you can ask

Which deed, abstract book, or service-member grave record covers [person and locality], and how can I obtain the complete entry?

Keep in mind

Historical online coverage was not established. A missing indexed hit does not prove there is no deed, and OCR can miss names. E-recording instructions concern filing documents rather than historical research.

STOP 06 / SURVEYING / FEDERAL LAND / SETTLEMENT CONTEXT

Historic Fort Steuben and First Federal Land Office

Understand the land system behind an early property record.

What you can find

The original federal land-office building beside the reconstructed fort holds antiques and documents relating to early Ohio history. The museum also interprets surveying, including an 1830 survey stone.

Research details & a question to ask

How to begin

Contact info@oldfortsteuben.com or 740-283-1787 at 120 South Third Street, Steubenville. A land-office tour is included with a fort visit. Confirm seasonal fort access and separate visitor-center hours.

A question you can ask

What exhibits or documentary references explain land purchases in [township and period], and where should I request the original transaction?

Keep in mind

This is a historical interpretation stop, not a verified searchable archive of individual land entries. Follow property claims to the actual recorder or federal record custodian.

Keep the evidence and the next step.

Save the repository, collection title, dates, box or volume and page, link, and what you searched. Follow an index entry to the full record. Keep uncertain identifications separate from established relationships.

JEFFERSON COUNTY / SELECTED RECORDS COVERAGE

Which collections cover your years?

Use these dated holdings to choose a next search. This is a selection of cataloged collections, not a complete inventory of Jefferson County records.

A range is a lead, not a guarantee. Bars show the dates stated by the cited catalog or inventory. They do not establish uninterrupted coverage, complete reporting or online image access. Unmarked years mean not represented in this selection, not that records were destroyed. Indexes and abstracts still need to be followed to the underlying record.

Sources reviewed October 26, 2026. Blue shows cataloged holdings; rust identifies indexes or compiled publications where the source specifies them. Read the format label and access notes for each row.

Confirm the historical jurisdiction as well as the date. A record may be held outside today’s county, and an inventory’s ending year does not mean recordkeeping stopped.

Diocese of Steubenville: historical and genealogical requests

The diocesan archive accepts historical and genealogical research requests, offering a route to investigate Catholic records relevant to a named parish and family.

How to begin: Use the archive’s online form, email or postal request. It is a closed repository without in-person research. Its published genealogy research fee is $15; check current charges and supply the parish, names and approximate dates.

What remains uncertain: The archive cannot guarantee a result. Confirm which registers survive and whether the requested years may be released. This page does not establish comprehensive coverage for every Jefferson County parish.

COMMUNITY MEMORY

Community history groups and research leads

Local communities can help identify a place, photograph or possible source. These independently run groups are community leads, not catalogued archives or BWP partners. Keep the contributor, date, basis for an identification and original source together. Ask permission before republishing photographs or private contributions.

Facebook identities and visible access information checked October 25, 2026. Verification here concerns the group, not the accuracy of its members’ posts. No groups were joined and no messages were sent.

Estate files and Common Pleas journals

Archive inventory lists probate/estate files, 1797–1930, and Common Pleas journals, 1797–1920.

How to access it

Ask the chapter at 740-283-8567 to locate the file or journal and confirm visit/copy arrangements.

Evidence limit: Posted dated schedule appears stale; confirm hours. Wills have a separate unspecified span.

Delayed births, mothers pensions and institutional children

Indexed delayed/corrected births cover 1867–1907. WWI mothers-pension files and compiled Children’s Home register material offer additional family leads.

How to access it

Request the indexed entry and underlying record; ask about restrictions for institutional records.

Evidence limit: Children’s Home material is a compilation. No exact pension or institutional date span verified; coroner holdings have gaps.

Naturalization certificates: index to the booklet

Certificate index describes approximately 1903–1925; original booklets are at the chapter office.

How to access it

Download its spreadsheet, then supply all index fields when requesting a copy.

Evidence limit: Approximate span and incomplete surviving certificates are not a universal citizenship index. Older location referrals on the page need reconfirmation.

Ohio Room and Digital Shoebox

Ohio Room combines local-history materials with digitized Steubenville newspapers and the Digital Shoebox.

How to access it

Use the library’s history page for digital gateways or contact egrubbs@seolibraries.org. Ohio Room is at Schiappa, not the downtown Main Library. Digital Shoebox and Ohio Memory are discovery routes to contributed material. Read each item's source or contributing institution and confirm custody before requesting originals; a portal link does not place all those originals in this library.

Evidence limit: No precise newspaper or Shoebox collection spans verified here; item descriptions control.

Industry, organizations and local directories

Local books, pamphlets, directories and organizational and industrial materials provide leads beyond courthouse series.

How to access it

Museum posts Wednesday–Thursday 10–3, March–November; other arrangements depend on volunteers. Call 740-283-1133. Rear ramp reaches main floor; no elevator to other floors.

Evidence limit: Broad 1700s–2000s description is not exact holdings coverage or proof of employee files.

BEFORE YOU SEARCH

Cataloged collection span

Probate and estate files

What it can tell you
An estate file may connect heirs, administrators and property. Read the documents behind the index and distinguish stated relationships from inference.

Selected listed years: 1797–1930

Date overlap is a lead, not a guarantee of complete coverage.

How to search, request and interpret this collection

Coverage and gaps
Chapter lists indexed probate/estate files, 1797–1930, and related journals. Completeness is not established; wills have a separate unspecified span.

How to search
Search surname variants in the index, then follow the file and associated journal references. Record each document date rather than treating the file span as a single event.

How to retrieve it
Give the Jefferson County OGS chapter the index reference and ask for the complete surviving file, related journal pages and copy arrangements.

Practical access
Contact the chapter to confirm research hours and file retrieval. The inventory is not an online image collection.

If nothing turns up
No indexed estate does not establish that a person did not die locally. Check spelling, administration under another name and surviving coverage.

Naturalization certificate booklets

What it can tell you
A certificate reference can lead to a citizenship document. It does not replace the full petition or establish every immigration detail.

Selected listed years: 1903–1925

Date overlap is a lead, not a guarantee of complete coverage.

How to search, request and interpret this collection

Coverage and gaps
Chapter describes approximately 1903–1925 certificate booklets with a compiled spreadsheet. Endpoints are approximate; missing names do not establish citizenship status.

How to search
Download the chapter spreadsheet, search name variants, and retain every reference field for a possible match.

How to retrieve it
Send the chapter all spreadsheet details when requesting the original booklet entry or a copy; ask about related petition records.

Practical access
The chapter links a downloadable spreadsheet and says original certificate booklets are at its office. Confirm copy availability directly.

If nothing turns up
This approximately dated certificate collection is not a universal index of local residents or all naturalizations.
